Salix Finance Ltd. (“Salix”) is a BEIS Non-Departmental Public Body (NDPB) and the delivery body for the Government’s Public Sector Decarbonisation Scheme (PSDS) and Public Sector Low Carbon Skills Fund (LCSF). The PSDS provides grant funding to public sector organisations for heat decarbonisation and energy efficiency projects to reduce greenhouse gas emissions from public sector buildings. The LCSF provides funding to ensure public sector organisations have the capacity and capability to develop heat decarbonisation projects.
Salix is playing a pivotal role in helping to realise the Government’s ambition for the public sector set out in the Net Zero Strategy and Heat & Buildings Strategy (both launched in October 2021), to reduce direct emissions from public sector buildings by 75% from 2017 levels by the end of 2037.
Phase 1 and Phase 2 PSDS (2020/21 and 2021/22, respectively) committed a total of just over £1bn to deliver heat decarbonisation and energy efficiency projects within the public sector. A further £1.425bn was announced in 2021 to a third phase. The first allocation round under Phase 3 was completed earlier this year, with £556m committed to over 200 projects across the public sector.
To enable Government to deliver ambitious goals towards net zero and support low-income households, Salix and BEIS are jointly exploring the potential for Salix to expand their responsibilities as delivery agent, for household energy efficiency schemes such as the Social Housing Decarbonisation Fund (SHDF) and Home Upgrade Grant (HUG) schemes. The schemes deliver energy efficiency and low-carbon heating upgrades to low-income household, who live in social and private housing sectors across England.
We are seeking to appoint a Non-Executive Director Chairman of the Salix Board in early 2023. The Board is collectively responsible for the long-term success of Salix through the provision of:
- Strong strategic leadership of the organisation, including setting and overseeing the organisations strategic aims, values, culture and standards.
- Excellent financial and risk management.
- Oversight of the organisation’s delivery against performance targets and expectations.
The successful appointee will participate in the Board’s work and will be expected to devote up to 48 days per year on Salix duties.
About the Role of Chairman
The role of the Salix Non-Executive Director Board Chairman (“the Chairman”) is to ensure that Salix’s policies and actions support the wider strategic policies of the Department for Business, Energy & Industrial Strategy (“the department”) and that its affairs are conducted with probity. Where appropriate, the Chairman will support the Salix CEO in ensuring that the department’s policies and how Salix will support them, are clearly communicated and disseminated throughout Salix.
Over 2022/23 to 2024/25, the Chairman’s leadership will be particularly instrumental in ensuring that Salix can successfully deliver across three strategic objectives:
- Ensuring that Salix continues to be seen as a national exemplar in its field in delivering the Government’s ambitions in achieving net zero;
- Ensuring the timely implementation of recommendations arising from the departmental reviews of Salix undertaken in 2022; and
- Enabling Salix to establish and consolidate a regional presence as Salix seeks to locate some roles outside of London under the Government’s Places for Growth agenda.
