Program Analysts (GS-09)
At the entry level of this position, you will:
- Use standard program evaluation techniques to analyze information to increase the effectiveness and efficiency of program operations;
- Apply analytical approaches, methodology, concepts and techniques to planning and carrying out small studies/projects to aid the organization in program planning, measurement, or progress evaluation.
- Examine current or proposed policies, laws, regulations or administrative procedures to assist in determining potential impact and developing associated recommendations.
- Gather and evaluate programmatic data to assist in developing recurring or special reports, preparing executive briefings and similar materials for use by management in carrying out and reporting on program accomplishments.
When entering a Federal job at a grade level lower than the highest promotion potential level, you may be promoted to more complex duties and work more independently, as your career progresses. NOTE: Career ladder promotions are not automatic, and all eligibility and qualifications requirements must be met in order to progress to the next grade level.

Program Analyst – (GS-13)
You will:
- Provide expert advice and consultation to the Resource Management Staff (RMS) Director and other senior-level OW management on complex and novel issues in RMS’s lines of business related to water programs.
- Chair and participate as expert on internal workgroups to develop resource recommendations needed to finalize annual operating plan, budget justifications, metric development, and national water program guidance.
- Develop guidance documents concerning program evaluation, performance, and planning; policy; budget; and strategic planning aspects of OW programs.
- Serve as a primary liaison and point of contact for one or more program offices on budget and performance, particularly on tasks that are mandated and submitted to OCFO, OMB, and Congress.
- Train RMS staff on systems and processes; lead the training for new staff internally in RMS.
You will spend less than 25% of your work time on contracts, grants/cooperative agreements, and/or interagency agreements.
Supervisory Environmental Engineer/Physical Scientist
You will:
