Environmental Engineer/Physical Scientist/Biologist | The Office of Water (OW) | Washington, DC
You will:
- Determine the general approach to identify, collect, evaluate data and make determinations.
- Serve as an expert on interpretation of regulations and technical issues to implement mission focused goals.
- Plan, arrange, and manage data collection and preliminary analysis work performed by the science assessors.
- Provide scientific expertise and furnish technical advice to other scientists, supervisors and higher management officials.
- Serve as a Contracting Officers’ Representative (COR).
You will spend 10% of your work time on contracts, grants/cooperative agreements, and/or interagency agreements.

This position is designated as Moderate Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. All conditions of the pre-employment security process must be met before an official letter of employment can be issued with a report for duty date.
Qualifications
In addition to the educational requirements, we are looking for at least one year of specialized experience related to this position as described below:
To qualify for the GS-13 level, you need to have at least one year of full-time experience equivalent to the GS-12 level defined as experience gathering and evaluating data, reviewing data from a variety of sources and analyzing results, conveying information, participating in meetings, performing contract management tasks.

- Skill in a wide range of concepts, principles, practices, and methodologies of science in the area of emphasis sufficient to analyze and evaluate scientific data and other information useful in assessing the impacts of stressors on human health and/or the environment.

- Knowledge of the techniques used in interpreting and analyzing human health and/or environmental data and other scientific information.

- Skill in techniques used in interpreting and analyzing human health and/or environmental data and other scientific information.
- Skill in the development of technical reports and written and oral presentation of such reports.
- Knowledge of related technical areas such as fate, hazard, exposure, and engineering sufficient to evaluate scientific data to support determinations required.
- Knowledge of Federal laws, Agency regulations, statutes, and guidelines sufficient to apply environmental regulatory requirements.
- Knowledge of industry developments and intended commercial applications.
