JOB DESCRIPTION: Research Manager, Regulatory Team
Vote Solar is a non-profit advocacy organization dedicated to making solar energy a leading source of electricity across the country. We are in search of a highly motivated Research Manager to support our regulatory team’s efforts to advance markets and programs for solar power generation – both distributed and utility-scale – through participation in regulatory forums across the United States.
Vote Solar seeks a motivated candidate interested in advancing sustainable solutions to the challenges facing adoption of solar energy across the country. This mid-level position will support a team of regional regulatory directors who advocate for technical and economic solutions before state regulatory bodies. This position will support our work on rate design and grid integration issues.
This is an exciting mid-level position with the capacity to grow and take on increasing responsibilities at Vote Solar.
We are looking for a candidate who can:
● Conduct technical analyses of large datasets and complex spreadsheet models in support of regulatory interventions.
● Research and synthesize information from regulatory websites, utility general rate case filings and other regulatory proceedings related to solar policies.
● Assist in development of Vote Solar’s case deliverables including expert witness testimony and supporting analyses.
● Create collateral for the team to use in meetings with policy makers and other stakeholders.
● Assist the regulatory team in procedural matters at regulatory commissions.
● Create and maintain internal databases of critical energy information for the team to use in proceedings.
Applicants should have a minimum of a Bachelor’s degree or above in a related field. A graduate degree is an advantage, but is not required. The most important qualification is a GSD.1 The ideal candidate will be a strong writer and a strong technical analyst. Candidates should be experts in Excel and have experience in large data manipulation using R, SAS, Matlab or other similar software. Candidate should have a knowledge of and interest in renewable energy and state regulatory processes. Familiarity with utility rate design and utility resource planning processes is a plus.

You should have strong organizational skills; quantitative adeptness; ability to work with a diverse team of regulatory experts and give timely responses to data-driven questions. Familiarity with electricity markets, utility ratemaking, and the solar industry is helpful, but a candidate with the right technical skillset can learn on the job. You should have the ability to efficiently review documents and data sources to create meaningful informational reports. The ideal candidate must enjoy going deep into spreadsheet models and technical reports and have an ability to extract key points from documents and databases.
Vote Solar has offices nationwide. Location is flexible throughout the Western United States, but a preference is given to candidates located in Oakland, CA or Salt Lake City, UT. There will be some travel required.
